FDA proposes sweeping new food safety rules

WASHINGTON (AP) — The Food and Drug Administration on Friday proposed the most sweeping food safety rules in decades, requiring farmers and food companies to be more vigilant in the wake of deadly outbreaks in peanuts, cantaloupe and leafy greens.
The long-overdue regulations could cost businesses close to half a billion dollars a year to implement, but are expected to reduce the estimated 3,000 deaths a year from foodborne illness. Just since last summer, outbreaks of listeria in cheese and salmonella in peanut butter, mangoes and cantaloupe have been linked to more than 400 illnesses and as many as seven deaths, according to the federal Centers for Disease Control and Prevention. The actual number of those sickened is likely much higher.
The FDA's proposed rules would require farmers to take new precautions against contamination, to include making sure workers' hands are washed, irrigation water is clean, and that animals stay out of fields. Food manufacturers will have to submit food safety plans to the government to show they are keeping their operations clean.
Many responsible food companies and farmers are already following the steps that the FDA would now require them to take. But officials say the requirements could have saved lives and prevented illnesses in several of the large-scale outbreaks that have hit the country in recent years.
In a 2011 outbreak of listeria in cantaloupe that claimed 33 lives, for example, FDA inspectors found pools of dirty water on the floor and old, dirty processing equipment at Jensen Farms in Colorado where the cantaloupes were grown. In a peanut butter outbreak this year linked to 42 salmonella illnesses, inspectors found samples of salmonella throughout Sunland Inc.'s peanut processing plant in New Mexico and multiple obvious safety problems, such as birds flying over uncovered trailers of peanuts and employees not washing their hands.
Under the new rules, companies would have to lay out plans for preventing those sorts of problems, monitor their own progress and explain to the FDA how they would correct them.
"The rules go very directly to preventing the types of outbreaks we have seen," said Michael Taylor, FDA's deputy commissioner for foods.
The FDA estimates the new rules could prevent almost 2 million illnesses annually, but it could be several years before the rules are actually preventing outbreaks. Taylor said it could take the agency another year to craft the rules after a four-month comment period, and farms would have at least two years to comply — meaning the farm rules are at least three years away from taking effect. Smaller farms would have even longer to comply.
The new rules, which come exactly two years to the day President Barack Obama's signed food safety legislation passed by Congress, were already delayed. The 2011 law required the agency to propose a first installment of the rules a year ago, but the Obama administration held them until after the election. Food safety advocates sued the administration to win their release.
The produce rule would mark the first time the FDA has had real authority to regulate food on farms. In an effort to stave off protests from farmers, the farm rules are tailored to apply only to certain fruits and vegetables that pose the greatest risk, like berries, melons, leafy greens and other foods that are usually eaten raw. A farm that produces green beans that will be canned and cooked, for example, would not be regulated.
Such flexibility, along with the growing realization that outbreaks are bad for business, has brought the produce industry and much of the rest of the food industry on board as Congress and FDA has worked to make food safer.
In a statement Friday, Pamela Bailey, president of the Grocery Manufacturers Association, which represents the country's biggest food companies, said the food safety law "can serve as a role model for what can be achieved when the private and public sectors work together to achieve a common goal."
The new rules could cost large farms $30,000 a year, according to the FDA. The agency did not break down the costs for individual processing plants, but said the rules could cost manufacturers up to $475 million annually.
FDA Commissioner Margaret Hamburg said the success of the rules will also depend on how much money Congress gives the chronically underfunded agency to put them in place. "Resources remain an ongoing concern," she said.
The farm and manufacturing rules are only one part of the food safety law. The bill also authorized more surprise inspections by the FDA and gave the agency additional powers to shut down food facilities. In addition, the law required stricter standards on imported foods. The agency said it will soon propose other overdue rules to ensure that importers verify overseas food is safe and to improve food safety audits overseas.
Food safety advocates frustrated over the last year as the rules stalled praised the proposed action.
"The new law should transform the FDA from an agency that tracks down outbreaks after the fact, to an agency focused on preventing food contamination in the first place," said Caroline Smith DeWaal of the Center for Science in the Public Interest.

Julia Roberts to star in HBO film on early AIDS epidemic

LOS ANGELES (Reuters) - Julia Roberts will star as a paraplegic physician treating patients early in the AIDS epidemic in the stage-to-screen adaptation of the Tony Award-winning drama "The Normal Heart," U.S. cable television network HBO said on Friday.
"The Normal Heart," set to air on HBO in 2014, tells the story of the dawning of the epidemic in 1980s New York.
Oscar-winner Roberts plays Dr. Emma Brookner, who treats several early patients infected with the HIV virus that causes AIDS. Co-star Mark Ruffalo plays Ned Weeks, an eyewitness to how the disease ravaged the city's gay community.
The film will be directed by "Glee" creator Ryan Murphy and was adapted by the play's author, Larry Kramer, an early advocate for AIDS prevention and care.
"Ryan has assembled an extraordinary cast to bring Larry Kramer's landmark theatrical achievement to the screen for the first time, and we couldn't be more thrilled to bring this important film to HBO," Michael Lombardo, HBO's president of programming, said in a statement.
"The Normal Heart" debuted on stage in 1985 in New York and was revived on Broadway in 2011, winning the Tony Award for best revival.
The movie version was originally envisioned as big screen release before HBO took it up as a television film.

Bigger Brains Come At A Cost

Comparisons of different animals have shown that larger brains provide greater intelligence, but they also guzzle more energy and have other consequences. Now scientists have observed the effects of varying brain size within a single species: guppies. The work is in Current Biology. Swedish researchers bred two different lines of guppies, selecting one for larger brains and one for smaller. The fish quickly modified until brains were nine percent larger in the big-brained line than in the other.
Not surprisingly, when 48 guppies were given learning tests, large-brained female fish outperformed small-brained females. However, males from both lines scored about the same, possibly because the female guppies' visual system was more suited to the type of intelligence test used.
But big brains also had a downside—the brainier fish had smaller guts, by 20 percent for males and 8 percent for females. Plus, the large-brained guppies produced 19 percent fewer offspring. In order to provide energy to their bigger brains, the egghead fish made sacrifices that may be evolutionary disadvantages. It may indeed be possible to be too smart for your own good.

Chavez swearing-in can be delayed: Venezuelan VP

CARACAS (Reuters) - President Hugo Chavez's formal swearing-in for a new six-year term scheduled for January 10 can be postponed if he is unable to attend due to his battle to recover from cancer surgery, Venezuela's vice president said on Friday.
Nicolas Maduro's comments were the clearest indication yet that the Venezuelan government is preparing to delay the swearing-in while avoiding naming a replacement for Chavez or calling a new election in the South American OPEC nation.
In power since 1999, the 58-year-old socialist leader has not been seen in public for more than three weeks. Allies say he is in delicate condition after a fourth operation in two years for an undisclosed form of cancer in his pelvic area.
The political opposition argues that Chavez's presence on January 10 in Cuba - where there are rumors he may be dying - is tantamount to the president's stepping down.
But Maduro, waving a copy of the constitution during an interview with state TV, said there was no problem if Chavez was sworn in at a later date by the nation's top court.
"The interpretation being given is that the 2013-2019 constitutional period starts on January 10. In the case of President Chavez, he is a re-elected president and continues in his functions," he said.
"The formality of his swearing-in can be resolved in the Supreme Court at the time the court deems appropriate in coordination with the head of state."
In the increasing "Kremlinology"-style analysis of Venezuela's extraordinary political situation, that could be interpreted in different ways: that Maduro and other allies trust Chavez will recover eventually, or that they are buying time to cement succession plans before going into an election.
Despite his serious medical condition, there was no reason to declare Chavez's "complete absence" from office, Maduro said. Such a declaration would trigger a new vote within 30 days, according to Venezuela's charter.
RECOVERY POSSIBLE?
Chavez was conscious and fighting to recover, said Maduro, who traveled to Havana to see his boss this week.
"We will have the Commander well again," he said.
Maduro, 50, whom Chavez named as his preferred successor should he be forced to leave office, said Venezuela's opposition had no right to go against the will of the people as expressed in the October 7 vote to re-elect the president.
"The president right now is president ... Don't mess with the people. Respect democracy."
Despite insisting Chavez remains president and there is hope for recovery, the government has acknowledged the gravity of his condition, saying he is having trouble breathing due to a "severe" respiratory infection.
Social networks are abuzz with rumors he is on life support or facing uncontrollable metastasis of his cancer.
Chavez's abrupt exit from the political scene would be a huge shock for Venezuela. His oil-financed socialism has made him a hero to the poor, while critics call him a dictator seeking to impose Cuban-style communism on Venezuelans.
Should Chavez leave office, a new election is likely to pitch former bus driver and union activist Maduro against opposition leader Henrique Capriles, the 40-year-old governor of Miranda state.
Capriles lost to Chavez in the October presidential election, but won an impressive 44 percent of the vote. Though past polls have shown him to be more popular than all of Chavez's allies, the equation is now different given Maduro has received the president's personal blessing - a factor likely to fire up Chavez's fanatical supporters.
His condition is being watched closely by Latin American allies that have benefited from his help, as well as investors attracted by Venezuela's lucrative and widely traded debt.
"The odds are growing that the country will soon undergo a possibly tumultuous transition," the U.S.-based think tank Stratfor said this week.

Wall Street Week Ahead - "Cliff" concerns give way to earnings focus

NEW YORK (Reuters) - Investors' "fiscal cliff" worries are likely to give way to more fundamental concerns, like earnings, as fourth-quarter reports get under way next week.
Financial results, which begin after the market closes on Tuesday with aluminum company Alcoa , are expected to be only slightly better than the third-quarter's lackluster results. As a warning sign, analyst current estimates are down sharply from what they were in October.
That could set stocks up for more volatility following a week of sharp gains that put the Standard & Poor's 500 index <.spx> on Friday at the highest close since December 31, 2007. The index also registered its biggest weekly percentage gain in more than a year.
Based on a Reuters analysis, Europe ranks among the chief concerns cited by companies that warned on fourth-quarter results. Uncertainty about the region and its weak economic outlook were cited by more than half of the 25 largest S&P 500 companies that issued warnings.
In the most recent earnings conference calls, macroeconomic worries were cited by 10 companies while the U.S. "fiscal cliff" was cited by at least nine as reasons for their earnings warnings.
"The number of things that could go wrong isn't so high, but the magnitude of how wrong they could go is what's worrisome," said Kurt Winters, senior portfolio manager for Whitebox Mutual Funds in Minneapolis.
Negative-to-positive guidance by S&P 500 companies for the fourth quarter was 3.6 to 1, the second worst since the third quarter of 2001, according to Thomson Reuters data.
U.S. lawmakers narrowly averted the "fiscal cliff" by coming to a last-minute agreement on a bill to avoid steep tax hikes this weeks -- driving the rally in stocks -- but the battle over further spending cuts is expected to resume in two months.
Investors also have seen a revival of worries about Europe's sovereign debt problems, with Moody's in November downgrading France's credit rating and debt crises looming for Spain and other countries.
"You have a recession in Europe as a base case. Europe is still the biggest trading partner with a lot of U.S. companies, and it's still a big chunk of global capital spending," said Adam Parker, chief U.S. equity strategist at Morgan Stanley in New York.
Among companies citing worries about Europe was eBay , whose chief financial officer, Bob Swan, spoke of "macro pressures from Europe" in the company's October earnings conference call.
REVENUE WORRIES
One of the biggest worries voiced about earnings has been whether companies will be able to continue to boost profit growth despite relatively weak revenue growth.
S&P 500 revenue fell 0.8 percent in the third quarter for the first decline since the third quarter of 2009, Thomson Reuters data showed. Earnings growth for the quarter was a paltry 0.1 percent after briefly dipping into negative territory.
On top of that, just 40 percent of S&P 500 companies beat revenue expectations in the third quarter, while 64.2 percent beat earnings estimates, the Thomson Reuters data showed.
For the fourth quarter, estimates are slightly better but are well off estimates for the quarter from just a few months earlier. S&P 500 earnings are expected to have risen 2.8 percent while revenue is expected to have gone up 1.9 percent.
Back in October, earnings growth for the fourth quarter was forecast up 9.9 percent.
In spite of the cautious outlooks, some analysts still see a good chance for earnings beats this reporting period.
"The thinking is you need top line growth for earnings to continue to expand, and we've seen the market defy that," said Mike Jackson, founder of Denver-based investment firm T3 Equity Labs.
Based on his analysis, energy, industrials and consumer discretionary are the S&P sectors most likely to beat earnings expectations in the upcoming season, while consumer staples, materials and utilities are the least likely to beat, Jackson said.
Sounding a positive note on Friday, drugmaker Eli Lilly and Co said it expects profit in 2013 to increase by more than Wall Street had been forecasting, primarily due to cost controls and improved productivity.

There are 425 million devices connected to the Internet in U.S. homes, according to a new Connected Intelligence report from global information company, The NPD Group. The Connected Home report found that while computers are still the primary connected device, numerous others are diminishing the computer’s relevance to the broadband content marketplace. This trend is being fueled by devices such as gaming consoles and Blu-ray Disc players adding to the number of Internet connected HDTVs, and the connectivity piped directly to the TV itself. Strong consumer retail sales in developing categories such as tablets and smartphones are also impacting the traditional computer’s share of Internet connected devices.
By the end of 2013, a shift towards more screen-sharing across devices is expected. Smaller screens such as the smartphone have the greatest reach now with an estimated 133 million users, with tablets contributing another 31.8 million screens. The development of the shared screen experience, by throwing content from a smaller screen to the TV, is converging device ecosystems and will allow for over-the-top content to become even more prominent on the TV.
“Mobile is adding another dimension powered by screen sharing technologies that allows users to project their tablet or smartphone onto their TV,” said John Buffone, director, NPD’s Connected Intelligence. “Through 2013, multi-screen and multi-device synergy will lead the growth in the broader connected device market, but only if services consumers desire are delivered in a simplistic manner. More than 4,000 U.S. consumers, age 18 and older were surveyed in the fourth quarter of 2012. The number of installed and internet connected devices includes those that deliver broadband applications such as computers, tablets, smartphones, HDTVs, Blu-ray Disc Players, video game consoles, and streaming media set top boxes. These devices must actually be connected to the Internet not just be Internet capable. Networking devices and others such as routers, modems, mobile hot spots, and pay TV set top boxes were excluded from this analysis. E-readers were also excluded due to the limited content array they offer.

UN: Analysis suggests 60,000-plus killed in Syria

BEIRUT (AP) — At least 60,000 people have been killed in Syria's civil war, with monthly casualty figures steadily increasing since the conflict began almost two years ago, according to a new analysis released Wednesday by the United Nations.
The death toll is a third more than the figure of 45,000 given by activists opposed to the regime of President Bashar Assad — the first time that the global body's estimates are higher.
It comes as activists report that a Syrian warplane blasted a gas station near Damascus on Wednesday, killing and wounding dozens of people and igniting a huge fire in what could be one of the bloodiest attacks in weeks during the 22-month conflict.
Independent experts compared 147,349 killings reported by seven different sources — including the government — for the study, which was commissioned by the U.N. human rights office.
By removing duplicates they arrived at a list of 59,648 individuals killed between the start of the uprising on March 15, 2011, and Nov. 30, 2012. In each case, the victim's first and last name, the date and the location of his or her death were known.
"Given there has been no let-up in the conflict since the end of November, we can assume that more than 60,000 people have been killed by the beginning of 2013," U.N. High Commissioner for Human Rights Navi Pillay said in a statement. "The number of casualties is much higher than we expected, and is truly shocking."
The real death toll is likely to be even greater because reports containing incomplete information were excluded and a significant number of killings may not have been documented at all by the sources available.
"There are many names not on the list for people who were quietly shot in in the woods," Pillay's spokesman Rupert Colville told The Associated Press.
The data, which didn't distinguish among soldiers, rebels and civilians, also show that the killing in Syria has accelerated.
During the summer of 2011, shortly after the uprising against Assad began, the monthly death toll stood at around 1,000. A year later, an average of 5,000 were killed each month, the U.N. said.
Most of the killings occurred in Homs, followed by rural Damascus, Idlib, Aleppo, Daraa and Hama. At least three quarters of the victims were male.
"The failure of the international community, in particular the Security Council, to take concrete actions to stop the blood-letting, shames us all," Pillay said. "Collectively, we have fiddled at the edges while Syria burns."
The U.N. rights chief warned that thousands more would die or suffer terrible injuries if the conflict continues, and repeated her call that those responsible for the killings — which in some cases could amount to war crimes — should be held accountable.
"We must not compound the existing disaster by failing to prepare for the inevitable — and very dangerous — instability that will occur when the conflict ends," she said.
"Serious planning needs to get under way immediately, not just to provide humanitarian aid to all those who need it, but to protect all Syrian citizens from extra-judicial reprisals and acts of revenge" like those seen in Afghanistan, Iraq, Somalia and Congo, she said.
What began with peaceful protests has evolved into a full-scale civil war in Syria, with scores of armed groups fighting regime forces across the Arab country.
Anti-regime activists said Wednesday that a single Russian-built MiG fighter fired a missile that hit the gas station, setting off an inferno in the eastern suburb of Mleiha. Black smoke billowed from the site. An amateur video posted online showed charred bodies and gruesome carnage at the scene.
Mohammed Saeed, an activist who visited the site, said the missile struck as drivers waited in line with their cars at the station. Syria has been facing a fuel crisis, and people often must wait for hours to get gasoline.
Meanwhile, rebels have been targeting airports, including the Mannagh military helicopter base near the Turkish border.

Iran says it captured 2 more US drones in past

TEHRAN, Iran (AP) — An Iranian navy commander claims Iran captured two small U.S. drones in past missions in addition to at least four others reported earlier.
Adm. Amir Rastgari says the two drones were of the small, low-altitude RQ-11 type, according to the semiofficial Fars news agency. He said one was captured in summer of 2011 and the other Nov. 2012.
Rastgari claimed most of the data from the unmanned aircraft was recovered.
Iran's powerful Revolutionary Guard said last month that it captured a ScanEagle American drone after it entered Iranian airspace over the Persian Gulf. At the same time, Iran claimed it had taken possession of two other simple, small ScanEagles.
In 2011, Iran claimed it brought down a more sophisticated CIA spy drone after it entered Iranian airspace from Afghanistan.

Israel orders Bedouins to leave West Bank area

KHIRBET AL-MEITEH, West Bank (AP) — The Israeli military on Wednesday ordered dozens of Palestinian Bedouins to leave their communities so it could conduct military exercises in a remote area of the West Bank.
The military said the order was temporary, and that the Palestinians were living illegally in closed military zones. The Bedouins say they have lived in the area for decades. While the army has issued temporary evacuation orders in the past, Bedouins say they have increased in frequency, and they charge the practice is meant to pressure them to leave their homes.
Israel has used largely empty areas of the West Bank for military bases, firing ranges and maneuvers since shortly after it captured the territory in 1967, marking off large areas for exclusive use of the military and bringing frequent complaints from Palestinians. The Palestinians claim all of the West Bank as a key part of a future state.
After receiving the latest evacuation order, one family dismantled its tents, and loaded sheep and small children onto a trailer in the community of Khirbet al-Meiteh alongside thin mattresses, pillows and blankets. "We will sleep here tonight, in this trailer," said Walid Zawahiri, 57. "There's nowhere else to go."
He and other residents said they had to leave their youngest sheep behind because they had nowhere warm to keep them. They feared that they would be eaten by wild animals or shot during military training. The communities rely on herding animals to survive.
Zawhiri said it was the fourth time he had been ordered to relocate in a year. Nearby, soldiers arrived in military vehicles, setting up dummies for target practice.
The evictions occurred in the Jordan Valley, a section of the West Bank along the border with Jordan. Although Palestinians have a measure of self-rule in other parts of the West Bank, Israel retrains overall military and administrative control over most of the Jordan Valley.
The area, mostly desert, is home to 60,000 Palestinians, the United Nations estimates. Some 8,000 are Bedouins, a culturally distinct community that once roved between winter and summer grazing sites with its livestock. Now they are mostly tethered to one area, and rely on sheep herding and manual labor to get by. They tend to live on the poor margins of Palestinian society.
The Jordan Valley is among the 60 percent of the West Bank that remains under full Israeli control, nearly two decades after interim peace accords granted the Palestinians autonomy elsewhere in the territory. The Israeli-controlled section includes military bases, nature reserves and Jewish settlements.
In a separate incident Wednesday, dozens of Israeli settlers tried to block access to a strip of land that Palestinians sought to cultivate near the northern West Bank village of Jaloud. The Palestinians obtained a court order allowing them enter their lands after Israeli settlers in the past tried to claim the land as their own, said lawyer Qamar Mashriqi.
The military said soldiers dispersed the crowd.
The settlers of the Esh Kodesh outpost rolled flaming tires at Palestinian-owned tractors before the soldiers intervened.

UN estimates Syria death toll more than 60,000

BEIRUT (AP) — The United Nations estimated Wednesday that more than 60,000 people have been killed in Syria's 21-month-old uprising against authoritarian rule, a toll one-third higher than what anti-regime activists had counted. The U.N. human rights chief called the toll "truly shocking."
Opposition activist groups had been estimating the death toll at more than 45,000 and this was the first time that the U.N. estimate was higher.
"Given there has been no letup in the conflict since the end of November, we can assume that more than 60,000 people have been killed by the beginning of 2013," U.N. High Commissioner for Human Rights Navi Pillay said in a statement. "The number of casualties is much higher than we expected, and is truly shocking," she added.
"The failure of the international community, in particular the Security Council, to take concrete actions to stop the blood-letting, shames us all," Pillay said. "Collectively, we have fiddled at the edges while Syria burns."
A regime airstrike on a gas station in a Damascus suburb on Wednesday pushed that death toll in the civil war even higher. Anti-government activists said dozens were killed and wounded when the strike ignited an inferno and left behind a gruesome trail of charred bodies. It may be one of the bloodiest attacks in weeks.
Mohammed Saeed, an activist who visited the site in the eastern suburb of Mleiha, said the missile struck as drivers waited in line with their cars at the station. Syria is facing a fuel crisis and people often wait in line for hours to get gas.
An amateur video posted online showed the carnage at the scene, where black smoke billowed from the fire.
In northern Syria, rebels clashed with government troops near at least three airports, part of their push to cut into the government's air power.
A number of rebel groups, including the Islamic extremist Jabhat al-Nusra, attacked a helicopter base near the village of Taftanaz in Idlib province. Videos posted online showed them blasting at targets inside the airport with heavy machine guns mounted on the backs of pick-up trucks.
The videos appeared to be genuine and corresponded to other AP reporting on the issue.
Rebels also clashed with government forces near the Mannagh airport in Aleppo province and near the Aleppo international airport, shutting down air traffic for a second straight day, activists said.
In another blow to the regime and Syria's economy, a Philippine-based container port operator says it has pulled out of Syria and withdrawn all of its Filipino workers from a key port because of the civil war.
The move by Manila-based International Container Terminal Services Inc., through its Syrian subsidiary Tartous International Container Terminal, could effectively derail cargo services in the northwest port city of Tartus, Syria's largest port.
The family of American journalist James Foley revealed Wednesday that he had been missing in Syria for more than one month. He was providing Agence France-Press with videos and his family said he was kidnapped by unknown gunmen on Thanksgiving day.
The family called on those holding him to contact them.
"James is a professional journalist who has remained totally neutral in this conflict," AFP chairman Emmanuel Hoog said in a statement. "His captors, whoever they may be, must release him immediately."
Covering Syria has been a challenge for journalists. The government rarely gives visas to journalists, prompting some to sneak in with the rebels, often at great danger to themselves.

3 Egyptian officials fly to UAE to discuss arrests

CAIRO (AP) — Three senior Egyptian officials flew to the United Arab Emirates Wednesday to discuss the arrest of 11 Egyptians accused of forming a Muslim Brotherhood cell in the emirate, Cairo airport officials said.
A statement from Egypt's president said one of the envoys, Essam el-Haddad, presidential adviser for foreign affairs and international cooperation, was carrying a letter from President Mohammed Morsi to the UAE President Sheik Khalifa bin Zayed Al Nahyan.
Later Wednesday, airport officials said Maj. Gen. Mohammed Rifaat Shehata, the head of Egypt's intelligence services, traveled to the Emirates.
Morsi is from the Muslim Brotherhood, which has emerged as Egypt's most powerful political force in the aftermath of the uprising that ousted longtime President Hosni Mubarak nearly two years ago.
The statement from the president's office did not disclose the contents of the letter. It said el-Haddad will also meet officials in Dubai and Abu Dhabi.
The UAE's Al-Khaleej newspaper reported Tuesday that the 11 Egyptians were arrested last month after allegedly collecting security information about the UAE, holding secret meetings, recruiting members and sending large amounts of money to Brotherhood leaders in Cairo.
All political parties or groups are banned in the tightly controlled UAE.
Relations between the Emirates and Egypt have taken a sharp downward turn after the rise of Islamists to power in Egypt. The rich Gulf nation has cracked down on Islamists from other Arab countries in its territory since the outbreak of protests against Arab leaders in the region nearly two years ago.
The crackdown prompted some Islamists in Egypt to sharply criticize the Emirates, which had warm relations with the regime of ousted President Hosni Mubarak.
Envoys are expected to discuss relations between the two countries, which soured further after Egyptian presidential candidate and former Prime Minister Ahmed Shafiq flew to the UAE soon after he narrowly lost to Morsi in Egypt's presidential elections last year.
Litigation against Shafiq followed his departure, with a number of investigations and court cases accusing him of corruption during his long political career under Mubarak.
News media in the two countries reported accusations about alleged conspiracies against each other, including rumors of a plan to kidnap Morsi and take him to the UAE. The rumors peaked when thousands of Egyptians demonstrated in front of Morsi's palace last month, protesting a draft constitution and a presidential decree giving Morsi wider powers.
In September, Dubai's police chief, Lt. Gen. Dahi Khalfan Tamim, warned of an "international plot" to overthrow the Gulf governments by Islamists inspired by the rise to power of the Muslim Brotherhood in Egypt.
The UAE has not faced street protests during Arab Spring upheavals, but authorities have stepped up arrests and pressure on groups including an Islamist organization, Al Islah, accused of undermining the country's ruling system.
